During the 2026 Kentucky General Assembly, two bills attempted to create an all-payer claims database (APCD) or a Statewide Health Data Utility. The APCD bill did not advance; however, HB 676 was amended to direct the Legislative Research Commission to study the development of a Statewide Health Data Utility
Easily accessible, reliable health care data is necessary for research, planning, and strengthening the health care system; however, KHA is working to ensure hospitals are not required to report even more data than is currently mandated. Thus, KHA created a new resource available to help members talk with legislators about health data transparency.
The Clear Path to Health Data Transparency outlines the types of data legislators have identified for inclusion in a statewide health data utility and shows where much of that information is already available. The resource encourages policymakers to avoid duplicative reporting requirements and additional administrative burdens for providers.
