KHA Testifies at Medicaid Advisory Board

KHA President and CEO Nancy Galvagni on July 30 testified before the Medicaid Oversight and Advisory Board (MOAB) meeting to cover how the One Big Beautiful Bill Act will impact Kentucky hospitals.

Galvagni explained Kentucky’s state directed payment program, the Hospital Rate Improvement Program (HRIP), and how the resources it provides have been integral to improving quality throughout the Commonwealth. She noted that without HRIP, Kentucky hospitals would be operating at -7% operating margin (based on a study from Kaufman Hall).

She shared how the new law will phase down HRIP funding by 90% over 10 years leading to as many as 35 Kentucky hospitals being in danger of closure (according to the Shep Center) meaning less access to vital care.
